My start button is not available to fix things. My resolution is off but I can't access my control because I can't find the start button. This didn't help.

I cannot install windows XP3, it will initialize but will not install. I have plentry of memory, this is my computer and iam only one who uses it. I have error message ox800706BE and I was told I need to resect _subinacl.ZIP file chose extract and then extract reset cmd and subinacl.exe, then double click reset reset.cmd file so that default permission on folders and registry keys will be accessed. and then retry to update XL#3 again. It always says access denied. I cannot Do step #1, i.e. do the right click on reset subinacl.ZIP file and choose extract. will your service show if there is something wrong with my default permission access?
